Sanctions imposed within the European Union against the Russian Federation from the Annexation of Crimea to the War Conflict, with a Focus on Public Procurement

Relations between the Russian Federation and Ukraine have been troubled for a considerable number of years. One of the critical moments of disruption in relations was the annexation of the Crimean Peninsula in 2014. On the basis of these events, the European Union imposed a series of sanctions against the Russian Federation, which have persisted for a number of years. The moment of exaction was the full-scale military invasion of the territory of Ukraine by the Russian Federation in early 2022. In response to this military action, the European Union issued a number of sanctions packages. The packages included freezing the assets of persons and entities of the Russian Federation, a travel ban, as well as a ban on participation in public procurement. This article connects, on the one hand, the historical development of events leading up to the full-scale military invasion of Ukraine and, on the other hand, the sanctions imposed by the European Union against the Russian Federation. This article focuses on sanctions affecting in particular public pro¬curement.
Czech original: Vztahy mezi Ruskou federací a Ukrajinou jsou znepokojující značnou řadu let. Jedním z kritických momentů narušení vzájemných vztahů byla anexe Krymského poloostrova v roce 2014. Na základě těchto událostí Evropská unie uvalila proti Ruské federaci řadu sankcí, které přetrvávaly mnoho let. Momentem eskalace byl ozbrojený konflikt na území Ukrajiny počátkem roku 2022. Evropská unie v reakci na tuto vojenskou akci vydala řadu sankčních balíčků. Součástí balíčků bylo zmrazení majetku osobám a subjektům Ruské federace, zákaz vycestování, ale i zákaz účasti na veřejných zakázkách. Tento článek propojuje na jedné straně historický vývoj událostí směřující k ozbrojenému konfliktu na Ukrajině a na straně druhé uvalené sankce ze strany Evropské unie vůči Ruské federaci. Tento článek se zaměřuje zejména na sankce ovlivňující veřejné zakázky.
